The Early
Intervention program has been offering
confidential HIV testing to clients at risk for substance abuse in
Miami-Dade County since 1994.
The program provides these services free
of
charge at Care Resource’s
3510
Biscayne Boulevard location and through its
mobile unit at
several community locations. A mobile testing unit is used to provide
HIV
counseling and testing on location, to hard to reach communities who
are also
at risk for substance abuse.
The goals of the Early
Intervention program are to 1)
increase the number of adults at-risk for substance abuse and HIV
infection
accessing HIV counseling and testing and substance abuse services, 2)
refer
clients who are positive for substance abuse to a treatment center of
his/her
choice, 3) provide Intervention services to this population, including
risk
assessment, pre-HIV test counseling, HIV testing, post-HIV counseling
and
referrals and 4) facilitate access to HIV treatment and other support
services
to all clients testing positive for the HIV virus.
The primary method of
testing is the rapid test where
clients learn about their HIV status in about 20 to 40 minutes. Clients tested for HIV or at risk for
substance abuse are referred for additional HIV/AIDS and substance
abuse
services. This program is funded by the Department of Children and
Families
through the South Florida Provider Coalition.
