Rick Siclari, MBA, Chief Executive Officer
As Chief Executive Officer of Care Resource, Rick Siclari is responsible for the overall management and leadership of all aspects of this 20+ million dollar comprehensive HIV/AIDS organization, which provides a continuum of services including targeted prevention programs, counseling and testing, early intervention, medical care and clinical research, case management, psychosocial counseling, and other supportive services.
Mr. Siclari oversees all activities, programs, financial management, development, and staff across its operations in 2 South Florida Counties and is the primary interface with, and is accountable to, the Board of Directors. Rick spearheaded a successful corporate merger of the former Health Crisis Network (HCN) and Community Research Initiative of South Florida (CRI) into the present day Community AIDS Resource, Inc. Dba / CARE RESOURCE in July of 1998.
Freddy Pardo, MBA, SPHR, Director of Operations
Mr. Pardo has worked for Care Resource since 2001. Originally hired as Human Resources Manager, he was responsible for the departments of Human Resources and Volunteer Management. His level of responsibilities increased in 2004 with the addition of the agency’s Facilities Management, then, was promoted in 2005 as Director of Human Resources and Volunteer Services. In 2010, he became Director of Human Resources and Administration Services with the responsibility for general oversight for newly formed Grants and Programs Development department and Health Promotion and Prevention department. As the Agency continued to growth, in 2013 he was promoted to Director of Operations adding oversight for the Marketing and Development department under his realm of responsibilities.
Originally from Colombia, Mr. Pardo has over 15 years of experience in the Human Resources and Non-Profit Management fields. He obtained a Bachelor’s Degree in Psychology from the Xavier Pontifical University of Cali, Colombia in 1995, and a Master Degree in Business Administration from University of Miami in 2005.
In addition, he has served as consultant in the Human Resources field for the National Minority AIDS Council and is an active member of the Society of Human Resource Management (SHRM) since 2001. He has served for them in the capacity of Subject Matter Expert during 2011 and 2012 and has been certified as Senior Professional in Human Resources (SPHR) since 2007.
Mr. Pardo is also member the Greater Miami Society for Human Resources (GMHRM) since 2005 and honorary member of the Beta Gamma Sigma, International Honor Society since May 2006.
Ausline Paris, Director of Medical Care and Pharmacy Services
Ms. Paris was born in Freeport Grand Bahamas and is of Haitian decent.
Her professional career at Care Resource began in May 2001 as a Medical Case Manager, where by providing excellent managed care to her clients, she later was promoted to Case Management Services Supervisor. Having excelled as her role managing the Case Management Department, she then transition over to the Medical Care & Research Services Department under the leadership of the Chief Executive Officer (CEO) and assisted in the expansion and realization of the agency vision for the future of the department.
In 2010, Ms. Paris was again promoted as the Director of Medical and Dental Services overseeing the medical and dental programs in both counties (Miami-Dade & Broward). Ms. Paris was instrumental in the agency’s continued growth adding a third location (Miami Beach), attaining FQHC designation and attaining Joint Commission and PMCH designation. With the agency expanding services and locations including on site Walgreens Pharmacies, Ms. Paris was once again promoted in 2013 to Director of Medical & Pharmacy Services. With the addition of our newest Health Center in Little Havana, Ms. Paris now oversees four Medical offices.
Ms. Paris received her Bachelor’s Degree in Social Science from Florida State University (1998) and a Master’s Degree in Human Resource Development from Florida International University (2006).
Ms. Paris is highly active and a proud member of Zeta Phi Beta Sorority, Inc. serving on the Executive Board of her chapter.
Thomas Pietrogallo, Director of Psychosocial Services
Mr. Pietrogallo began his career in family protection in Tennessee and later in Florida working with families to prevent or address abuse, neglect and domestic violence. He obtained his Master’s degree in social work from the University of South Florida in 1997 while providing inpatient medical social work in Fort Myers and responding as part of the medical trauma team there.
At South Miami Hospital as the Manager of Care Coordination, he ensured that teams of social workers and nurses fully addressed inpatient’s discharge planning needs while obtaining his license in clinical social work in 2001. In 2002 he received his Certification as a Professional in Utilization Management and in 2003 completed his MBA from Florida Atlantic University.
He began at Care Resource as the Psychosocial Services Manager in 2004 for Miami-Dade services and was promoted to Director of Psychosocial Services in Miami-Dade and Broward in 2010. He’s responsible for the leadership of Food for Life Network, Inc., all Medical and Housing Case Management, Substance Abuse and Mental Health Counseling, Evidence Based Behavioral Risk Reduction Interventions (CRCS, CLEAR and Healthy Relationships) and Intake. He is a qualified supervisor of Clinical Social Workers, Marriage and Family Therapists and Mental Health Counselors by the State of Florida.
Keenan Karwan, Director of Finance
Mr. Karwan was born and raised in Linden, New Jersey. He graduated from Linden High School with Honors. After High School, Mr. Karwan attended Kean University in Union, New Jersey where he graduated Cum Laude in 1995 with a Bachelor’s Degree in Accounting.
After working for one year in the Telecommunications industry, Mr. Karwan then moved to South Florida in 1996 to continue working in the telecommunications industry. Mr. Karwan started working for CARE Resource in the year 2000, in the Finance Department where he was promoted to Finance Supervisor in 2001, and to Finance Director in 2013.
