Rick Siclari, MBA,  Chief Executive Officer

Rick SiclariAs Chief Executive Officer of Care Resource, Rick Siclari is responsible for the overall management and leadership of all aspects of this 33+ million dollar comprehensive 501(c) (3) nonprofit organization and Federally Qualified Health Center (FQHC) with locations in Miami-Dade and Broward counties. Care Resource provides comprehensive primary medical and preventive care, including dental care, pediatric care, in-house pharmacy services and behavioral health/substance abuse services to all individuals in South Florida’s LGBT and diverse communities.

Mr. Siclari spearheaded the successful corporate merger of the former Health Crisis Network (HCN) and Community Research Initiative of South Florida (CRI) into the present day Community AIDS Resource, Inc. Dba / CARE RESOURCE in July of 1998. He is accountable to Care Resource’s Board of Directors.

Steven Santiago, MD, Chief Medical Officer

Dr. Steven Santiago received his BS at City College of New York and his MD from the State University of New York at Stony Brook Medical School. He completed his residency in Family Practice at the University of Medicine and Dentistry of New Jersey/Robert Wood Johnson Medical School in New Brunswick, NJ. Dr Santiago became Board Certified in Family Practice in 1994 and was appointed as a Fellow of the American Academy of Family Physicians in 1998.

Dr. Santiago has been the Chief Medical Officer at Care Resource, South Florida’s largest non-profit AIDS service organization, since 2014; he was the Medical Director from 2003 until 2014. In 2009 Care Resource became a Federally Qualified Health Center with offices in Fort Lauderdale, Miami-Dade and Miami-Beach, offering general primary care services to the whole South Florida community. In 2013 the agency became Joint Commission and PCMH accredited.

Care Resource uses a unique “total care” approach, including working with affected communities to create and/or implement prevention strategies, community outreach and education initiatives, testing, medical care, and research protocols, as well as individual and family counseling and support services (including a food bank). This wide array of programs collectively strives to respond to every area of need of the HIV at-risk and infected communities. In addition, until the research program’s closure in 2012, he directed the research program at Care Resource and he functioned as principal investigator for numerous pharmaceutical and government sponsored HIV-related clinical trials.

Dr Santiago has been an active member of the HIV education community, speaking frequently on numerous topics to patient groups and also to physicians and allied health professionals.

Keenan Karwan, MBA, Chief Financial Officer

Mr. Karwan was born and raised in Linden, New Jersey. After he graduated from Linden High School with Honors, he then attended Kean University where he graduated Cum Laude with a Bachelor’s Degree in Accounting.

After graduating, Mr. Karwan began his career in the telecommunications industry in New Jersey. He relocated to South Florida in 1996, and continued to work in the telecom industry. In 2000, Mr. Karwan was hired as a Finance Clerk for Care Resource, and was promoted within a year to Finance Manager. In 2013, Mr. Karwan continued to move up the ranks and was promoted to Director of Finance, and in 2015, to his current position of Chief Financial Officer (CFO).

During his tenure at Care Resource Mr. Karwan continued to advance his education, and graduated from Florida International University (FIU) with a Master of Business Administration with a concentration in Corporate Finance. He continues to use his education to improve the Financial Operations of Care Resource by providing sound judgement and exceptional leadership.
